You can't make your penis bigger without surgery.  At best it would give you about an inch.

You are still GROWING.  Your penis can grow into your early 20's so give it time.

For masturbation, use your other hand.  Use lube/don't use lube.  One tip, don't rush it.  Not only does it feel better but it will help you learn control so you don't ejaculate quickly when you get older and have sex (premature ejaculation).
