I am turning 15 next week and my penis is only 5" I have face leg penis and arm hair but my voice haven't changed and my balls don't look like they dropped yet

A 5" penis is average for an ADULT male (5 - 5 1/2") so you're there. It can continue to grow into your early 20's as well.
Don't compare yourself to others.
Your balls "dropped" around birth. Can you feel both of them in your scrotum? That's the "drop" part.
Give your voice some time to change, not everything happens at once.
You ARE developing normally sir.
