I've recently discovered the very tip of my penis, underneath my foreskin has seemed to inflame slighty and gone red. It's like a little spot at the opening and it's VERY itchy. It's too sensitive to really get too. I wondered what could have been the cause of the problem.

I have recently changed sexual partners and we have begun having sex. But we are using condoms, which makes me think the itchy tip did not come from her. I wondered if it was possibly an infection? Can you help?

Can you fully retract your foreskin and clean your tip properly, as well as under the foreskin? If not, or if you haven’t been retracting, it could be an infection.
When foreskin doesn’t move down from the head, a man is not able to maintain proper hygiene and this could lead to fungal and bacterial infections.
You said it is sensitive, which kind of makes me think it is this may be your problem. Penis tips usually get sensitive when the foreskin covers the head and it is hard to move it to clean.
If this is not the case, and you have been cleaning it regularly. Try to think if you have been applying any lubrication on your penis or possibly came in contact with some other irritants.
Redness, sensitivity and itchiness do indicate an inflammation or an infection and you may even see a dermatologist or an urologist to try to figure out what it could be.
Inflammation of the penis tip is called balanitis.
