Yes, I am 16 years old and I have been getting the same white spots. I have been sexually active and one girl I don't think is clean... but from the research I did it seems normal. I found out that the little white spot that occur around the head of the penis and down the under the shaft.

I had a similar freak out when i started seeing this little pimples around the tip of my penis, so i went to my doctor. Turns out its just pearly penile papules. Check out images of that, it might be what you have. I would still go to a doctor and check though.

That's basically what I have. My story is, I became sexually aware around the age of 12/13 (masturbation), and became sexually active with a girlfriend around 16. I noticed around the age of 14, I had small sacks of puss on my scrotum and the base and underside of my penis. I thought nothing of it, at first I thought it was just a weird spot. After searching google and finding out it was the first symptom of a serious disease, and spending about 6 hours worrying what I can do, I spoke to my dad. He laughed and said "Firstly, all you've got is a spot on your knob. And secondly, you're a lot bigger than I was at your age." Which I thought was friggin awesome ^^. Btw i'm 8 1/2 inches, unfortunately my current girlfriend has had bigger and sometimes comments me about it =(
