I've had this mole type thing at the base of the shaft of my penis for my whole life (at least I think so). It's approx 6 mm in diameter and slightly raised. I found a picture of what it sort of looks like.
i would get it checked out with the doctor easiest way dont be embaressed its theyr job ... if your under 16 just say to your parents that u wan to go to the doctors because you have a sore stomach or guts and while you are with doctor by yourself ask because they wont say anything to your parents or anyone
