For the past few years I have been constantly coughing up Phlem throughout the day and night, it is worse in the mornings. I do not have a sore throat or a cold. Any idea what it can be.

This sounds like an allergy reaction. Of course, it would be worse in the morning because it has accumulated overnight, without being coughed up. Do you have the "usual" allergy symptoms as well? I would assume that there is no color to the phlem, since you say that you are not "sick." Have you ever had an extensive allergy test to see if there is something in your environment that might be triggering this symptom. Do you have a pet that came into your life at the same time that your symptoms appeared? Perhaps you are on some medication that is causing this reaction. Consider these things if you haven't already. Have your been to an ENT (ear, nose and throat doctor) to be sure that you don't have some physiological problem that is causing your symptoms. You might be able to narrow something down. The best advice is to get an allergy test at your doctor's office. I hope you get this cleared up soon. I can't imagine how uncomfortable this must be.
