My height is 4'11 can  I also workout in GYM?



I don't see why not, to be honest. Some of the machines may be unsuitable for your height, but many will be adjustable. 

If you're asking about the physical side effects of joining the gym and attending it, it depends on your health a whole lot more than on your stature. The advice to people new (or just returning) to working out is always to start slowly. Focus on cardio quite a lot, especially if you're overweight, and build up your fitness. Make sure you eat well. If you want to do weight lifting, make sure you have a personal trainer show you proper techniques and advise you about the number of reps and exercises you're going to do.
