My one testicle is hanging normally but the other one (right one) is not hanging.... it is located above my pennis i mean to say it is shifted to up of my pennis..... Please reply...

Is your right testicle in your scrotum can you feel both of them in there or is it no longer in your scrotum?
If it is not in your scrotum talk to your parents you should see your doctor so your doctor can determine what is preventing your testicle from moving into your scrotum.
If you have an undescended testicle you need to see your doctor.

I can feel the same size of my right testicle there is no issue of size..hence it is present there... i mean i have both...but one is hanging and other is located above my penis
It is normal to have one hang lower than the other one.
As long as both testicles have descended and are in your scrotum not hanging even is ok.
Not sure how old you are but if your still growing as they become heavier they will both hang lower.

Only 1 testicle has descended, and the other stayed under. My right testicle has not descended yet, and I am 19. Do I just need to wait a bit more?

You should see your doctor about it waiting a bit more probably won't sort it out for you.
Your doctor will tell you why your testicle hasn't descended and what can be done to correct the problem.
