Let me share my story, it might just be what you needed to hear:
I had the exact same problem some years ago. But the symptoms went away after the first peeling of the skin and I never worried about it again.
Recently the symptoms reappeared and I thought it would run its course just like last time and just go away again... but it did not.
To my surprise the skin flaked and came off a second time and third and fourth time and I started to worry.
Aloe (and aloe vera) does seem to help, especially with getting the skin flexible enough to not suffer too much when it comes off, but it did not end the symptoms for me. It did not end the cycle.
So I followed the hint of a friend who told me that here (south america) there are many fungi and it seems I just might have one. Her suggestion was to try copper sulfate, which apparently is used in horticulture to control fungi. Here people apparently use it also on their skin if they suspect to have a fungi problem. At that point I was ready to try just about anything and went to a pharmacy and got some copper sulfate (apparently also called blue stone) in 1 gram pills. I used one in several liters of water, put some of the water on the affected area and let it air dry, as I was advised.
I used this water several days, just to be sure, but I think the first application already did the trick!
The itching is gone, the redness is gone and the skin is not coming off again.
The point in time I used the copper sulfate was when the skin had just come off.
I just mention this because I dont know if I was lucky about the timing or if there is
no importance to the phase of the cycle you are in when you apply the copper sulfate.
So I agree with what I read here from some people claiming it is a fungi.
This seems to be true, but does not mean, however, that you are necessarily dealing with a candida overgrowth. (I do not say that this is not a possibility, in fact, I guess it is quite likely that there are connections)
It seems like a local treatment with a fungicide can actually cure the condition.
I will report back if there are any developments.

Hey guys as we all know we're all guys here so i also had the same problem although it hurts when i scratch or touch it and it's starting to get annoying really and some of us know that half of us here are virgins because i'm 17 and i don't nor do i want to have a girlfriend. Hi guys,
Few years back when I was on holiday in was in the sea and as the same as all of use... I got really bad flakey balls... I never thought anything of it I just thought a allergic reaction to something as with a week/week and half it had gone! I got back of my holiday yesterday and on the second day I was as in the sea and my balls started stinging so I got out dried of left it a bit and went back in and everything was fine and by the night time my balls were flakeyou! So I gathered it would be the salty sea water! Has any one got a quick resolution as to get rid fast as I'm back in work tomorrow and really don't want to be walking round itching my balls! Hahaha

Update:
The copper sulphate topical treatment really did the trick for me.
But it took some time and I had to wash my pants and underwear with the stuff, too.
First I did not wash my clothing with the copper sulphate as well and it came back,
much less severe, though.
Besides the copper sulphate I used aloe and also coconut oil with some baking soda
mixed into it.
Those who have been suffering from this for a long time might want to try...

I had the same problem flakey dry scrotum. Which stupidly I used to scratch the f**k out of to the point that I almost bled, at this point I realised I needed to do something so, weird I know, I covered my ball sack with sudocrem at night and by the morning I was better than ever

Same thing happened to me when I was 13. I'm 40 now and my son is going through the same problem. My testicles needed to grow and outgrow their shell they did. If I remember correctly, I scrubbed the dead skin off over a few days when I showered and used lotion after the shower. Never had an issue ever again. If you are not going through puberty, I suggest you consult a physician. Hope this helps.
