About 8 months ago i found a lump about the size of a pea on the top of my left scotum. You cant notice it by looking but you can feel it. There is also what feels like a vain underneith it which is about 7mm long. The bump doesnt feel hard but quite "squashy". During the 8 months the lump doesnt seemed to have grown. I havn't felt ill during the last 8 months which i guess means it isnt anything serious, but i did have a problem not so long ago where it stung everytime i urinated, i went to the docter and he said something about something inside of the penis being to small or something. My left testicle also seems to be a bit bigger than the right, but ive heard this is normal.

Perhaps this is normal. It depends on who told you that. It doesn't sound like the bump is normal. However, if you still have questions, you should get them answered. Have someone take you to a doctor that specializes in this area. That would be a Urologist. You should walk around with something that is not normal for you without knowing what it is. At your age, you will experience some weird things like growth spurts; aches and pains, etc. However, a bump is a bit different. Please let us know what you find out.
