Pink Patch on Scrotum ( slightly sticky )

Hi,

Age:19

2 days ago i found a small patch on the right side of my scrotum ( their was no itch or stickiness)

But, today the patch is a little big and it's slightly sticky & slightly itchy.

Color is Pink/light red , color around the patch has become somewhat white & another weird thing is that outside the patch very small piece of skin is dried out and i can peel it of.

I'm still a virgin & i think i'm hygienic , should i just wash it everyday or should i apply dettol antiseptic liquid ?
