Ok so i have been reading that pre-cum is basically your glands cleaning out the uretha and getting rid of all the leftover semen. So if you go pee after you cum can you still pre-cum? Cause when you go pee it cleans out the uretha so if that is the case then that means pre-cum does not happen?

pre-cum does clean out your urethra but just because you pee doesnt mean you wont produce pre-cum.
you produce precum when you get sexually excited then your bulbourethral (cowpers) glans produce a clear sticky liquid.

At least women do.

Pre-cum doesn't clean you out, nor does peeing.
Douching cleans you out however.
And yes, if you go pee after you cum, you can still pre-cum; if you become "excited" again.
