That poor guy. My mother always pulled mine back to clean under it when I was a baby. the same thing happnd to me and i went to a urologist and he just pulled my foreskin back after removing the swelling below my glans and ask me to just clean it regularly . no need to worry just pull back ur foreskin regularly and if the swelling does not disappears then go to urologist he will himself remove swelling by extracting the white fluid from it , dont worry it wll just take 15 mins.

I don't think anything is wrong with your penis. It sounds normal to me. The head is supposed to be sensitive. The foreskin is put there to protect the head and keep it sensitive.
There is no reason for you to touch the head so just don't touch it. Pull your foreskin forward to cover the head to protect it and you should be fine.
You may keep the foreskin forward over the head for oral sex.
