I know this is probably going to sound really weird to some of the younger kids and maybe some of the older folks but, considering all of the symptoms my best guess to what is causing all the comotion is probably a penial infection similar to the females version of a yeast infection. If you're too embarrassed to go to the doctor, or to get one of the over the counter medications then buy, or in some cases have your parents by, plain yogurt. It has live bacteria that will get rid of the fungi possibly living on your penis. Leave it on the irritated spot for ten to twenty minutes and wipe it off with a damp cloth or paper towel. If it doesn't work well, sorry. Not a doctor just yet.

It sounds like it might be some ringworm I have a small little round red scaly spot on the side of my penis a little bit below where my shaft and head meet and my doc told me it was ring worm.. It was recommended that I use sensitive skin dandruff shampoo and moisturize it daily
