I'm not a doctor but i experienced the same thing while i was a virgin.
By masturbating "a lot" i'm assuming more than once or even twice a day. In my experience it was there only because i was overworking my "tools" and after a couple days of no masturbation it dissipated and went away.
This happened to me quite a few times actually and just giving the goods a break cured it every time.
