Iam 14 years old and have these red spots on the outer bit of the head of my penis and it is quite red on my foreskin , i seriously have not a clue what it is , so if anybody does no what it is or ha ANY ADVICE AT ALL on how to get rid of it would be much appreciated

It's hard to judge what you may have without an exam, but there's a few things that come to mind.
First, it's not unusual to have small red dots on your penis. If youve been masturbating roughly, they may be small blood vessels that have ruptured. They might also be the site of an infection, particularly if you've just had unprotected sex recently.
The fact that your foreskin is "quite red" may mean you're fighting an infection, or that you've just stimulated a lot of blood flow, or that it's hot out (or in your pants) or that it's gotten chaffed on something...
Try showering, cleaning under the head of the foreskin and drying well. You might consider some talc in the groin area, and try to give yourself a lot of free air time (either in the bathroom or the privacy of your bedroom... while sleeping, or dressing.) That air drying can help clear moisture problems.
But without more info, it's really hard to say for certain.
Keep an eye on it, but don't obsess over it.
