Walking and running both don't really build muscles. What they do is strengthen your slow-twitch muscles and they become strong. But it doesn't necessarily build a lot of muscle.

If building muscle mass in your legs is what you want, then I suggest weight training on your legs or skating. These work your fast-twitch fibers, which make legs bigger.
