It should heal fine. It may bleed a bit more than if you cut your finger or something else because the tissue is more fragile though.
What exactly is scaring you?

How does one "cut my scrotum when banging into a fence"? Were you climbing it? Riding a bike? Running? Just what did you cut it upon?
Was it rusty? Is it infected? Red, swollen, throbing or issuing pus? If not, then you'll be fine. You might consider a slight application of anti-biotic first aide cream or gel (maybe one with a little pain numbing if it's bothering you) but I'd stay away from any spray or bactine, as it might sting. There are few things that burn more than alcohol based sprays on the scrotum!
