Shaving won't affect your penis or testicle growth. 

Don't worry about your size either.  You're young and your penis can grow into your early 20's.  Average is between 5-5 1/2" for an adult.  Some guys get big early, others later.  Some guys are also "show-ers" (sounds like show) where their penis is very large when not erect but only gets a little bigger hard, or "grow-ers" where their penis is small when not erect and gets a lot bigger when hard.

Don't be embarrassed getting changed.  The immature kids are the ones who tease.  You can always have a comeback handy like "what are you doing checking my junk?"

No, not necessarily. Some guys can be bigger than average. It also depends upon how they measure themselves.

A mature (non jerky) guy may think that he'd be embarrassed to have another guy's penis, but he would say, "I'm sure he's already aware that his penis is way too small for his age (or in an erection way too often when he's naked around other naked boys).
