How much weight has he gained? The weight gain he is having might be causing his penis to LOOK smaller. As the fat builds on the pubic bone it causes this appearance. If you could push the skin down without pinching or distorting the penis you can measure from the pubic bone and the will give you an idea of its length

How much weight has he been gaining? Is he maybe overweight for his age? You have to understand that early development of children is very important for them when they grow up later. I am not sure what is causing the slow growth of your son’s penis. Have you noticed if he has some kind of problems with urination maybe? There could be some abnormality that is causing this but this can only be diagnosed in the hospital. My suggestion would be to take him to see a doctor about this and let the doctor run few test and see if he can be of any help to you and your son.
