Strange red bumps and a shiny black mark on penis shaft...

I would not be concerned as i just dealt with some buttcrack heat rash and jock itch, but it has been over a week since i got the lotrimin cream and noticed improvement...but the bumps and the black mark wont fully heal.

Please help!!
