So  i'm 4 weeks into my injury. I went to two doctors, one said that by this time the bone is already healing and that it would be ridiculous to try to move the bone back into place now, but the other doctor wants to do surgery.
I'm so confused and have no idea what to do. The bottom of my bone was crushed (it was the second toe bone) and so theres lil bone parts hanging in there and probably scar tissue and all that good stuff so wouldn't surgery further complicate things?

& if i don't have surgery will i even be able to walk normal, ever again?

I'm not a doctor, but I work in healthcare...  A broken toe at 4 weeks out may well be half way healed.  It's possible that it will stay sore and need surgery, but if it were me, I'd wait and see if things got better before I had surgery at this stage of the game.  

Doctors make a lot of money on surgeries...  Not so much for office visits.  I'd trust the guy who said you're past the point of an easy relocation at this point.  If your toe is badly crooked, this would be another story, but fixing it now would mean "re-breaking" the fracture and pinning it into place.  

If it looks normal (straight), it probably is healing nicely...  If it looks crooked, it may continue to give you grief until you have it re-broken and pinned out straight again.  

The little bone fragments the second doctor is worried about may cause you problems, but it's just as likely they wont, and at this point a surgery to fix this now might be no worse than having it done later if it is really necessary.  

We have a saying in surgery:  "When in doubt, take it out...  Unless it's your own, then leave it alone".
