I am a 39y.o male and in the past month I have experienced a thick white substance coming out of bumps under my arms. Also around the same time I experienced pain from the two lymph nodes located at the base of my skull. What could cause this?

Can you see these bumps under your arms? Are they on the skin surface or do they feel deeper than that?
Are your posterior cranial (back of the skull at the base) lymph nodes swollen?
Systemic infections can cause something similar to this but it is unlikely you would experience any drainage to the skin surface as lymph nodes are simply too deep in the tissue. I would recommend a visit with your physician to hash this out. Best of luck to you!

There is no certainty. I had the same experience(minus the oozing substance) with the nodes,it actually turned out to be lymphoma. check it out.
