I suppose they are talking about hydrocele. Hydrocele is a cyst, a fluid collection that surrounds the testicle in a scrotum. It is repaired in a procedure called Hydrocelectomy.

A friend of mine just had this done yesterday, he is 77, He is doing great, I'm keeping him HOG TRIED to the chair for rest, just kidding, but he is resting .... Hope the little boy is doing good.
It's a minor medical procedure and not uncommon. Usually a simple draining of the fluid with a syringed needle and in some cases a removal of the responsible cause. Usually a fluid sac around the testacies which in modern life is quite redundant. Quick recovery expected.,
