Are you sure you were circumcised? Usually if you were, you would see the head the entire time.
Fordyce spots, light patches, all are common. They are not an STD.
If you weren't circumcised, start stretching your foreskin. You can use your fingers to spread the opening OR you may just pull down on the shaft so that the glans stretches the end of the foreskin. Do whatever you are comfortable with. You don't need to hurt yourself. The more often you do it the faster it will stretch.
