We have the same issue. It’s not bedbugs, it is some kinda of mite. The past year or 2 we have spent thousands to try and get rid of this issue. Dermatologist, dr’s and vets. Yes my dogs are affected as well. Steam cleaning helps a little and peppermint oil. Neem oil, and tea tree oil. . We have tried everything. Again we know it’s not bedbugs or fleas ..everyone is not having allergy issues. Which is what the stand vets say. They are to tiny for me to see. Dr and dermatologist say it’s not scabies. I just don’t know!!!! Driving me crazy. They like heat not cold.
