Not really sure about the circumcised cleaning, but the average about of semen a man produces when he ejaculates is about two teaspoons. I mean, it really depends on the person. It also depends on how many times a day, or week a man masterbates. The more you have sex, or masterbate in a day, the less you kinda produce. If you don't masterbate for a whole week for instance, there is gonna be a pretty great amount of it. And a month? For cleaning just pull your foreskin back to expose the glans so you can clean behind the rim. All you need is water and your fingers to get the smegma out. If you DO use soap, be sure to rinse it all off. Great way to clean your intact penis is just before you have a shower use liquid hand soap and jerk off with it acting like a lube but it really deep cleans your foreskin and glands.
