While I urinate I feel like there's some still left in my penis, and when I masturbate, it stings because the urine from before is still in there.
I try to shake it out and do all sorts of things, but it doesn't come out as it is pretty deep in the penis; while i masturbate i can feel the semen and urine mixing when im about to ejaculate and it stings when I do, giving me an unsatisfactory feeling.

The urethra, the tube through which the urine and semen passes, should be unobstructed. It is possible that there may be a cyst or even a urethral stone (like a kidney stone). It may also be the result of an infection.
See a urologist. This is their area of expertise. They can, if necessary, even pass a catheter up the urethra with a camera to see any structures.
