It's a film of skin inside the vagina. If you have never had sex, masturbated or bled (from an injury or dancing or gymnastics and such) you will still have this. As a virgin and your first time with a partner it will probably break/tear which will cause bleeding (it's completely normal and every female goes through this) and be a little bit painful, sometimes.
