A male is circumcised when he has undergone a surgical procedure (circumcision) that involves partial or complete removal of the foreskin (prepuce).
An uncircumcised male has not undergone circumcision.
(Women can be circumcised too, but generally the term 'uncircumcised' refers to a male)
