Hi there, is there a reason you cannot see a dermatologist about this? I think that it might be a rash or something, perhaps even an allergic reaction. It is hard to tell based on the picture. If you don't see a professional, though, it cannot get cleared up. Even if I were to diagnose you, you would still need to get treatment, and that would be part of a fee for seeing a doctor. What do you think?
