When you take a bath pull your foreskin right back to expose the whole of the glands then just let it soak for a while then gently rub it off with your finger, it may take a while and might feel a bit sensitive while doing it but the more you expose the head and get use to touching it the more it will be bearable.

I'm a 14 year old boy and what I have seems to be like smegma but isn't at the same time. Although I do have a white substance under my foreskin it is underneath my skin. It isn't on the outline of the head but under the actual penis skin.
Without it having a spot head I am still able to pop it through my skin although it is a painful and slow process which I usually give up on xD
