You can try leaving your foreskin pulled back and the more your penis head is exposed and touched it will become less sensitive.
Clean your penis with just warm water or a mild soap and make sure you rinse it well and dry it well.
You could also try leaving your foreskin pulled back when you sleep it is sensitive and can be uncomfortable but gradually with exposing the head more and cleaning it that helps so it's not so sensitive to the touch.

See a doctor. I don't know much about this type of thing but you should NOT peel off your penis skin. That's supposed to naturally come off, unless it's a special situation.
