hi in 15 I have a little bit of hair around my penis but not much at all I have no armpit or chest hair and my voice sounds like a 11yr old and 1 person found out and told my whole school and I get bullied for having a small penis

It sounds like you are in puberty.
Not all 15 year olds have armpit hair. Many guys don't get any until 16 or later. Many guys don't get chest hair until their 20's. It's all normal. We all develop differently. Don't compare yourself to anyone.
Your voice can change at any time too.
The person who said you have a small penis - call them out on it. Ask them why they were checking you out. If it's a girl, tell everyone she wears a padded bra or something.
