How old are you. This can occur in puberty. And it is most common for kids in puberty. And if you had them for year, i don't think that they are any threat to you. If you are really worried than go and see a doctor. He may just prescribe you some cream, and probably will tell you that it is not a big problem.

I agree with what dark_red has posted. I'm assuming that you are referring to having small white bumps on both your testicles and on your penis, not inside, right? I can't see through my scrotum either so I don't know what to tell you if you have a see-through one! :-)
Now please bear in mind that if these are lumps then you should probably get it checked out. But if it's just small white bumps then virtually every man on this planet has those bumps on his penis. Is that what it is?
