The problem is, I can't pull the foreskin back, it just barely goes past the glans!
What i want to know is:
Is it normal?
What can be done, so that i can pull foreskin back down the shaft?

I know the reason why you asked these questions, and it's because you're wondering exactly one of these two things "Will my sex partner want to have sex knowing i can't pull back?" or "It smells weird, shouldn't i be able to wash it? wont it get infected?"
Well, i had these same thoughts myself, and to be honest it made me a little paranoid. But not being able to pull back your foreskin isn't a problem at all really. First of all, your sex partner wouldn't know anything about the foreskin, judging by the fact that if you don't know, why would she know? If she knows enough about it, then she will understand that millions of men are born with this problem.
If not, you can get information off the internet to help further describe what it is. I'd suggest you could go get circumcised, but in many studies i've heard that you don't get as much pleasure being circumcised compared to being un-circumcised. The only other solution is wearing condoms and using lubrication, and also inserting your penis without rushing. I know it might take a while before you can have sex, but the safe way out is the best way out if you don't want to scr*w around with your penis.
If you're worried about the smell, and why you can't wash it, go to a near local doctor, and tell him your problem. He/she should prescribe you a cream that can help numb your foreskin, making is easy to pull back, so you can wash. I've only tried to pull my skin back once, and i got to the back of my head, and to be honest, it hurt a lot, so i haven't tried to do it again.
If you're really worried about the smell, frequently wash your penis when you shower( which should be daily), and pull back your skin the farthest you can, and rinse it gently with water, try not to touch it because it's very sensitive. If you're curious about anything else, please ask. :)

I've got this problem too, i'm able to pull my foreskin to uncover my glans, but any further down the shaft what-so-ever feels painful, unpleasant, and feels tight.
I went to my GP recently about it, (i'm 17) and got referred to a urologist (specialist in the private area). So that might indicate that there's something not quite right, but was no urgency to the problem. Just to let others know if they're going to get themselves checked by their doctor, the process is quick, he'll take a quick glance and feel the frenulum, and then you're done.
He explained to me about a minor operation the urologist preforms, (really sorry but forgot the name, fluroplastery or something, don't take my word for the spelling =P) they just make a few cuts or tie the frenulum which removes it / loosens it. Ultimately - that should remove any discomfort and tight/painful feelings down there.
I'll post again the outcome of when i'm done at the urologists, until then i suggest not to worry about it, try stretching it (GENTLY!), if that doesn't work - Get it checked out.
