21YO Male - My penis and testicles are always shrivled up to child like proportions as if I had just got out of a cold pool. They are relaxed (testicles hung and no excess skin behind the head) and what I would consider my 'true-size' when I wake in the morning and when I take showers. I don't believe this has to do with temprature as even on the hottest of days they stay the same.
What do you guys think could be the cause of the problem? It is extremely embarrassing. I am thinking it might have something to do with anxiety, blood pressure or low testostorone but I am not exactly sure. Is there anything I can do to get it to return to normal size? It has only done this for the past year or so.

Weight is not the issue I am rather skinny but classed as healthy in the BMI measure. Thanks for your reply.
I can't see why you are always shriveled all the time , i get it like you out of pool ect , but it has me beat , maybe a trip to your Family Doctor is worth a visit ,
