If a guy came once in a condom then when he was done threw it away and cleaned it off then waited about 10 to 15 minutes for it to dry then stuck it in without a condom once then back out could I get pregnant please reply fast.

Without a condom, any semen that was in his urethra may be forced out when he inserted it into your vagina. In that case, yes, you could get pregnant.
Reusing a condom is not a good idea and may not provide protection.

Thank you but I just finished my period the day before so does that make a even slighted risk for it and I'm 16 so is there any advice on what I should do

It depends when you ovulate. Sperm can live up to about 5 days. Assuming you had a 5-6 day period, so you had sex on day 7 would bring you to about day 12.
Normally you'd ovulate sometime between days 11-16.

Well my periods last seven days it stopped Saturday and we did it Sunday so do you ovulate 11 days after your period And he did clean it off completely and he waited 10 to 15 minutes to put it in and he even squeezed the rest out when he cleaned it off and he also didn't go in very far
