It sounds as though you have a heathy foreskin that is easily retractable and is long enough to keep the head covered and protected. This sounds like a very desirable package to have.
Are you aware that every foreskin has a "ridged band" just inside the tip of the foreskin. The ridged band is packed with nerve endings that are stimulated by the motion of the foreskin.
If you only have sex with a condom, how do you know that it is the foreskin and not the condom?
Are your condoms inhibiting the motion of the foreskin? If they are, then they are preventing the ridged band from getting the necessary sensation. Is there any other kind of birth control that you can use? That might be worth a try.

I have the same problem with a very long foreskin. It totaly covers my glans when hard and slides back very easy when errect but during sex it always slide forewards covering my glans. This makes ejaculating very difficult and wearing a condom next to impossible as the foreskin and condom slide forward. I have thought about getting circumcised but it is not really what I want, I just would like a shorter foreskin. I am going to ask a doctor if they can do a partial circumcision, just cut off the overhanging foreskin. Its one of those things you keep puting off because of embasisment.

I am uncircumcised. While growning up it was quite difficult hearing all the strange comments in the boys locker room because 99% of my peers were circumcised. Later I learned what a blessing the foreskin is during natural sex. Today the number of circumcised boys is much less and thank God fewer boys are mutilated like my generation. I LOVE having a forskin, except, when I have to wear a condom. It is cumbersome with the condom layer folding over with my foreskin with the retraction motion of my thrusting penis and it feels unnatural, dirty.
Perhaps some of you have excessively long foreskins, which may be the root cause. But, I'd implore you to investigate a lot before going under the knife.
