Baby boys are born with the foreskin fused with the glans penis that is underneath. This is normal. By puberty most of these fusion has spontaneously broken. You apparently still have some lingering fusion. Just keep pulling your foreskin back and you will soon get it totally free. There will be red patches where the fusion breaks. If it stings, then put some Vaseline on it under your foreskin to soothe the pain.
You are doing the right think by pulling on it.
