Have I gone through puberty? Am I a late bloomer because of my obesity?

Hello, I am 21 years old and my question is that my penis and balls have not changed since birth. I have been told that puberty happens up until 20. I have gained some facial hair but to my knowledge that is it; my voice has not deepen, no Adam's apple, and no penis has no change. I am wondering if something is wrong with me or is it because I am obese or if I have to wait a little longer? Just wanted some information before I seek medical help.
