I am 13 and my shaft skin has detached from the right side of my penis head. Is this normal? Please help

Yes, NORMAL. Very NORMAL.
As you get older the foreskin separates from the glans. By about age 16 it should be fully separated. Normal erections and masturbation can help it happen.
Don't force it though! It can tear and leave a scar.
