Which stage of puberty am I in? Also my voice is not at all cracked

You are in the early stages of puberty and all the changes you are hoping for will happen.
Everyone grows and develops at different rates and times it is hard to predict when each stage happens or what the end result will be.
As you continue to grow and develop you will get taller and your penis will grow as well the voice change and the ejaculating are all guaranteed it will just take some time to reach that point.
If you search for the Tanner puberty scale and do the quiz it will tell what stage of puberty you are in along with provide you information on growth and development.
It sounds like you are developing just as you should be but maybe with a bit of a late start compared to some.
