So im 15 and I believe my penis is small. its about 4.5 inches errect. Is this small? also, i have small white bumps around the head of it. Is this normal? Thanks!

The white bumps are likely "pearly penile papules." They are VERY COMMON. They are NOT an STD. They VERY LIKELY will increase your pleasure during sex. Google it.
