I agree with sierramhh - losing weight usually reduces fat on entire body.
Losing weight is a process, and I prefer when people change their lifestyle and aim for the long shot.Yo yo diets are might offer some degree of satisfaction, but you should aim for a change in your nutrition and starting to exercise at least 3 times a week. When you do that, results will be definitely there - not fast, but will be visible.
