Do your testicles hang low normally or are they always pretty tight in your scrotum?
Depending on how old you are it could just be that your testicles have not grown enough to hang lower and when you masturbate your scrotum tightens up pulling them closer to you penis. After you finish masturbating do your testicles return to their normal position after awhile?
If so it does not sound like there is anything wrong it could just be your testicles are not big enough or heavy enough to stretch your scrotum and that will change as you continue to develop.
