I'm 13 about to be 14 and I haven't hit puberty. I have small black hairs before my penis shaft and testis and in after my stomach, no other hairs. My voice is still high and has never cracked. I'm not very tall. Also my my penis is 1/4 of an inch and 1 1/2 when erect. I have never cumed. I have asked help from friends and school and everyone says they have 5-6 inches and can cum. Not all 13 year olds can ejaculate. Not all 13 year olds are in puberty. It may not start until 16 and that is still NORMAL.
You should be getting very close however if you are seeing black hairs around your penis.
Don't compare yourself to others. We ALL develop at different rates and times.
