Everyone grows and develops at different rates and times being a little late starting puberty is common.
Not sure how old you are but most likely all you need is more time to develop.
It is frustrating when it seems like a lot of your friends and classmates are developing faster but when your body is ready puberty will start.
There is no need to be afraid to talk to your parents about your concerns they could make you an appointment to see your doctor just to make sure everything is ok.

Okay thankyou, but one of the main reasons I am concerned is cause I’m at the age of 16 and turning 17 in 2 months. I’ve got no pubic or armpit hair... (well very little like a cm) I’m 5 1/2 feet tall and my penis erect is 3 Inches long. To me that is quite abnormal and I’m 16 yet I can’t witness any development or changes...

If you have very little pubic hair that is just a cm it does confirm that your just starting puberty.
For sure your very late starting puberty compared to a lot of guys your age.
For your penis size if you look at it as the size for someone that has just started puberty rather than your age then 3 inches is not too bad for some that has barley started puberty.
It has to be frustrating when your development is well behind your friends but all your development concerns are all related to delayed puberty.
Seeing your doctor is worth considering but now that puberty has started gradually things will change for you.

Thanks so much, it really helps me mentally and many other ways. Although I just need to mention on more thing. Knowing I’m close to turning 17, quite short, small penis and very minor pubic hairs, I just wanted to let you know, I’m also a little bit chubby and fat and I’m wondering if that’s the case. I understand puberty originates or rather starts when the hypothalamus starts to grow in your brain, although I feel like me having being chubby little boy somehow affects me mentally on thinking I’m not growing up to be a “strong tough man” anyways again thanks so much. With being chubby flaccid it could look less that an inch because the chubby part between your legs hides it.
Your probably around 4 inches if you push the ruler in a little.
Being smaller and a bit chubby shouldn't have any impact on how you end up when your older.

Depending on when you started puberty you might just need a little more time to develop before you start ejaculating.
If you have just started puberty recently you have lots of time for a growth spurt to happen and your penis should grow as well.
