I'm 22 and my penis hasn't fully grown .. I've been to a endocrinologist and he said my test levels are fine .. also told me it had to do with my weight but since then I've lost 120lbs and still continue to lose more also very little facial hair

Your penis can grow into your early 20's. How big is it? Sometimes facial hair, body hair, can take a while to develop.
Being heavy can make it appear smaller.
