I'm a 14 year old boy who still hasn't hit puberty and am turning 15 next month. First I would like to tell you what I have experienced so far.

I have started growing arm hair at the age of 13

My leg hair is there but is blonde, short and not noticeable at all. 

About a month ago 90% of people on the phone have started recognizing me as a man instead of a woman, same as in game chat aswell. 

My penis is still pretty short (I would say 2-3.5 inches) 

I am pretty tall but my height has stopped developing for about 8 months 4 months ago. 

I know I'm showing signs of puberty but people are saying I should've bloomed a year ago. I feel like there is a problem with me and now that there is a month left on my 15th birthday I have began to worry. 

Also I know it might not be necessary but I have been masturbating since I was about 12 and only began to ejaculate transparent fluid 4 months ago. 

I don't know if I need to see a doctor or should I just wait or what I should do exactly but I need your guys help. Please respond to me asap.
